Establishes the North Carolina Conservation Trust Fund Commission with 15 members including ex officio representatives from state agencies and appointed members with expertise in agriculture, environment, parks, wildlife, and soil conservation.

Consolidates the duties of three separate boards into the Commission: the Agricultural Development and Farmland Preservation Trust Fund Advisory Committee, the Natural Heritage Trust Fund Board of Trustees, and the Clean Water Management Trust Fund Board of Trustees.

Grants the Commission authority to allocate funds from the Clean Water Management Trust Fund, authorize expenditures from the Natural Heritage Trust Fund, advise on Agricultural Development and Farmland Preservation Trust Fund allocations, and manage the Parks and Recreation Trust Fund.

Allows the Commission to acquire land by purchase, gift, or devise (with Council of State and Attorney General approval), exchange land, designate managing agencies, and develop guidelines for tax credit certifications for donated conservation land.

Abolishes the three predecessor boards and committees on the effective date; establishes an interim 14-member board to serve until permanent appointments are made by July 31, 2012.
