Amends G.S. 150B-2 to define "workload rule" as any rule that increases an agency's workload or places additional burdens or requirements on regulated persons compared to requirements existing prior to rule adoption.

Requires agencies to identify one existing rule for repeal before adopting any workload rule under G.S. 150B-21.2(a)(6).

Prohibits adoption of a workload rule unless the agency has completed all required procedures and simultaneously includes the repeal of the identified rule as part of the proposed rule text.

Effective upon becoming law and applies to all rules adopted on or after the effective date.
