Establishes maximum sentences for Class B1 through E sex offenses equal to the minimum sentence plus 20% of minimum plus 60 additional months for offenders subject to sex offender registration requirements.

Requires sex offenders sentenced under the new maximum provisions to be released on post-release supervision with 60 months remaining on their sentences, rather than the standard 9 months.

Makes willful refusal to accept or comply with post-release supervision terms for sex offenders a criminal contempt offense punishable by imprisonment, with time not served counting against the supervision period.

Grants the Post-Release Supervision and Parole Commission authority to conduct contempt proceedings against sex offenders who refuse post-release supervision, with procedures to follow judicial contempt rules.

Amends forensic science certification requirements to allow an 18-month period from analyst eligibility date or June 1, 2012, whichever is later, with application initially limited to State Crime Laboratory until October 1, 2012.
