Designates Billy Graham as a Favorite Son of North Carolina in recognition of his contributions to the state and world.

Honors Billy Graham's evangelical ministry spanning over 70 years, including his Billy Graham Evangelistic Association founded in 1950 and outreach through radio, television, and publications reaching nearly 215 million people in more than 185 countries.

Recognizes Graham's humanitarian work including the World Emergency Relief Fund for disaster victims and his efforts opposing racial discrimination through integrated crusades in the 1950s-1960s.

Acknowledges Graham's numerous honors including the Congressional Gold Medal (1996), Presidential Medal of Freedom (1983), and being named one of Gallup Poll's "Ten Most Admired Men in the World" 54 times.

Urges the Department of Cultural Resources to establish a permanent exhibit of Billy Graham's life and ministry in the Chronology Exhibit at the North Carolina Museum of History.
