Renames the "Division of Criminal Statistics" to the "Division of Criminal Information" and authorizes the Division to promulgate rules for the Criminal Information Network.

Authorizes the Division of Criminal Information to assess fees for setup and use of the criminal information network, including a one-time setup fee of $2,650 and monthly fees ranging from $12-$25 per device depending on connection type.

Recodifies superior court districts in multiple counties (New Hanover, Pender, Edgecombe, Wilson, Cumberland, Durham, Guilford, Forsyth, and Mecklenburg) using 2010 Census geography and voting tabulation district boundaries to replace outdated precinct and township definitions.

Allows the State Ethics Commission and the Legislative Ethics Committee to share confidential investigatory information, reports, and documents related to inquiries into legislator conduct, with such information remaining confidential and not subject to public records disclosure.

Effective upon enactment for ethics provisions; court district changes apply to elections on or after January 1, 2013.
