Adds mephedrone, MDPV (3,4-methylenedioxypyrovalerone), and certain derivatives of 2-amino-1-phenyl-1-propanone to Schedule I controlled substances, and synthetic cannabinoids to Schedule VI.

Establishes trafficking penalties for MDPV (28 grams or more) ranging from Class F felony (70-84 months prison, $50,000 fine) to Class C felony (225-279 months prison, $250,000 fine) depending on quantity.

Establishes trafficking penalties for mephedrone (28 grams or more) with identical sentencing ranges as MDPV: Class F (70-84 months, $50,000 fine) to Class C (225-279 months, $250,000 fine).

Classifies possession of 1 gram or less of MDPV as a Class 1 misdemeanor instead of felony; establishes trafficking penalties for synthetic cannabinoids measured in dosage units (3 grams each) with penalties ranging from Class H to Class D felony.

Became effective June 1, 2011, for offenses committed on or after that date.
