Changes community college trustee appointment process by having the General Assembly appoint four trustees (two recommended by the President Pro Tempore of the Senate and two recommended by the Speaker of the House), replacing the previous system where boards of education elected four trustees.

Limits trustees to a maximum of three consecutive terms on the board of trustees.

Maintains existing requirements that all trustees be residents of the administrative area or contiguous counties, and prohibits recent college employees and their spouses or children from serving on the board.

Applies to appointments for full terms beginning on or after the bill's effective date, with the consecutive term limit counting only full terms beginning after enactment.

Takes effect upon becoming law.
