Modifies quarterly campaign finance reporting requirements for candidates and campaign committees in even-numbered election years.

Requires fourth quarter reports to cover through January 31st following the election, with reports due 14 days after that date (previously due within seven days).

Clarifies that subsequent reports shall not duplicate periods already covered if a fourth quarter report was filed.

Becomes effective October 1, 2012, and applies to reports covering calendar periods after that date.
