Allows distilleries in North Carolina with approved ABC stores in their area to sell spirituous liquor distilled on-site to patrons who participate in distillery tours, at retail prices set by the Alcoholic Beverage Control Commission including all applicable excise and sales taxes.

Restricts retail sales at distilleries to tour participants only and limits hours of operation: 9 A.M. to 9 P.M. for prearranged tour groups and 2 P.M. to 8 P.M. for walk-in tours, on days when ABC stores are authorized to sell.

Caps retail purchases at distilleries to a maximum of two liters per product label produced on-site per patron per business day, plus up to four 50ml bottles of spirituous liquor per patron per business day.

Requires all excise and sales taxes collected from distillery sales to be remitted by the permittee to the Department of Revenue and subjects such sales to existing alcohol sales regulations under G.S. 18B-802.

Becomes effective October 1, 2011.
