Requires the Department of Health and Human Services to issue electronic benefits transaction (EBT) cards to SNAP recipients that contain a color photograph of the recipient.

EBT cards must include the recipient's full name, mailing address, residence address, physical description (sex, height, eye color, hair color), date of birth, and signature.

Allows one alternate individual to use the card on behalf of the benefits recipient, with the alternate user named on the card and required to provide identification when using it.

Becomes effective July 1, 2011.
