Modifies G.S. 105-236(b) to require courts prosecuting tax law violations in Wake County to distribute penalties and forfeitures to school funds of all counties where the offense was committed, rather than exclusively to Wake County's school fund.

Directs equal distribution of clear proceeds from penalties and forfeitures among all counties where the court finds the tax violation partially occurred.

Applies to all penalties and forfeitures assessed on or after October 1, 2011.

Addresses tax law violations where the statutory situs of the crime is placed at the office of the Secretary of Revenue in Raleigh.
