Requires teacher preparation programs in elementary education to include rigorous coursework in reading and mathematics instruction, with pre-certification assessments aligned to scientifically-based practices and arts education integration.

Expands lateral entry teacher programs through community colleges to include enhanced requirements for reading and mathematics instruction, formative and summative assessments, and arts education preparation.

Directs local school boards to adopt transition team plans to help at-risk students successfully transition between elementary to middle school and middle school to high school grades.

Mandates use of Education Value Added Assessment System (EVAAS) in school improvement plans to analyze student data and appropriately place students in courses such as Algebra I.

Establishes 11 statewide education reform initiatives aligned with North Carolina's Race to the Top application, including professional development for common core standards, an Instructional Improvement System, regional leadership academies, and four STEM anchor schools, with implementation required by August 31, 2014.
