Eliminates payroll deduction authorization for public school employee dues to employees' associations, effective July 1, 2011.

Removes the separate dues checkoff provision that previously allowed local board of education employees with associations having at least 40,000 members to authorize payroll deductions for dues and voluntary contributions.

Retains payroll deduction options for state employees and other political subdivision employees who are members of associations with at least 2,000 members.

Voids any existing dues deduction plans if the employees' association engages in collective bargaining with the State, any political subdivision, or local school administrative unit.

Bill was vetoed by Governor Beverly E. Perdue but became law on January 5, 2012, after veto override by the General Assembly.
