Prohibits municipalities from applying building design element regulations to single-family residential structures in zoning districts with densities of five or fewer dwelling units per acre, except in specific circumstances.

Allows design and aesthetic controls to apply only in local historic districts, areas on the National Register of Historic Places, individually designated historic landmarks, when directly related to fire and life safety codes, when imposed as conditions for density bonuses, or for manufactured/modular housing.

Defines "building design elements" to include exterior color, cladding material, roof style, architectural ornamentation, window and door styling, and interior room layout.

Excludes from restrictions: structure height, bulk, orientation, or location; buffering or screening; accessory buildings and parking areas; and signage.

Applies to both municipalities and counties, and takes effect immediately upon becoming law for all development approvals made after the effective date.
