Clarifies teacher allotment policy for geographically isolated schools by amending G.S. 115C-301.

Requires the State Board of Education to allot additional classroom teachers to schools containing grades K-12 that meet one of two criteria: average daily membership less than 1.5 per square mile in their local school administrative unit, or location in a county containing more than 150,000 acres of National Forest owned and managed by the United States Forest Service.

Specifies that geographically isolated schools receive one classroom teacher per grade level, while the remainder of the local school administrative unit receives teachers under the regular allotment formula.

Becomes effective July 1, 2011.
