Realigns North Carolina's U.S. House of Representatives congressional districts following the 2010 federal decennial census.

Divides North Carolina into 13 congressional districts for purposes of nominating and electing House members in 2012 and every two years thereafter.

References 2010 Census Redistricting TIGER/Line Shapefiles as the source for names and boundaries of voting tabulation districts, tracts, block groups, and blocks.

Establishes procedures for assigning areas not specifically assigned to a district based on whether they are surrounded by a single district, contiguous to multiple districts, or contiguous to only one district and another state or the Atlantic Ocean.

Effective upon becoming law and applies to elections held on or after January 1, 2012.
