Requires unemployment benefit claimants to perform five hours of volunteer public service per week beginning in the ninth week of eligibility through the fifty-second week of eligibility.

Increases volunteer service requirement to ten hours per week for claimants in their fifty-third week of eligibility and beyond.

Limits qualifying volunteer service to unpaid work for nonprofit corporations, religious organizations, governmental entities, or public organizations in North Carolina, with weekly written proof required.

Allows exemptions from the service requirement for claimants with documented personal illness (with physician's note) or family emergencies, provided they make up missed hours the following week.

Makes falsification of written proof of volunteer service a Class 3 misdemeanor; effective July 1, 2011 for all claims made on or after that date.
