Designates the North Carolina Bail Agents Association as the sole provider of pre-licensing and continuing education courses for bail bondsmen and runners.

Requires 12 hours of pre-licensing education covering laws, regulations, duties, and responsibilities of bail bondsmen and runners before taking the licensing examination.

Requires 3 hours of annual continuing education for license renewal, with no written or oral examination required.

Exempts bail bondsmen and runners licensed before January 1, 1994, from pre-licensing requirements and exempts those age 65 or older with 15+ years of experience from both pre-licensing and continuing education requirements.

Becomes effective October 1, 2012.
