Requires all law enforcement vehicles engaged in traffic enforcement and all breath-testing sites to be equipped with video recording devices that record impaired driving offenses at both the incident site and testing facility.

Incident site video must begin no later than activation of blue lights and include any field sobriety tests, arrest procedures, and Miranda rights notification.

Breath-testing site video must record the entire breath test procedure including the 15-minute pretest waiting period, suspect notification of recording, and actions of both the suspect and test operator.

Allows officers to submit sworn affidavits certifying that video recording equipment was inoperable, physically impossible due to emergency medical treatment or exigent circumstances, or not activated during roadblocks and traffic crash investigations.

Imposes a $300 fee upon conviction for impaired driving offenses investigated using mobile or fixed video recording systems, with court authority to waive or reduce the fee for just cause; Department of Crime Control and Public Safety responsible for purchasing and maintaining video equipment for law enforcement vehicles.
