Increases the portion of driver's license restoration fees for impaired driving revocations allocated to the Forensic Tests for Alcohol Branch from $25 to $40 per restoration fee.

Applies only to the $100 restoration fee for drivers whose licenses were revoked under G.S. 20-17(a)(2); the $50 restoration fee for other revocations remains unchanged.

Directs the increased $40 allocation to fund a statewide chemical alcohol testing program administered by the Department of Health and Human Services.

Removes statutory intent language requiring annual appropriations of $537,455 from the General Fund to the University of North Carolina Board of Governors for the Bowles Center for Alcohol Studies.

Effective July 1, 2011.
