Requires all employees and volunteers who instruct or train school athletic teams to receive annual concussion recognition and response training, completed before the season begins when practicable.

Prohibits student athletes from participating in athletic events or training on the day they are diagnosed with a concussion or exhibit signs, symptoms, or behaviors consistent with a concussion.

Allows student athletes to return to participation on subsequent days only after they no longer exhibit concussion symptoms and obtain a medical release form from a health care professional.

Authorizes the State Board of Education to adopt rules governing interscholastic athletic activities and allows the Board to designate an organization to apply and enforce these rules at the high school level.

Effective upon enactment and applies beginning with the 2011-2012 school year.
