Establishes the Domestic Violence Center Fund as a nonreverting special fund within the State Treasury administered by the Department of Administration and North Carolina Council for Women to provide quarterly equal grants to eligible domestic violence centers and The North Carolina Coalition Against Domestic Violence, Inc.

Defines "center for victims of domestic violence" as a public office location operated by a nonprofit or local government entity that provides a hotline, transportation services, community education programs, daytime services, and call forwarding during night hours, with continuous operation required since the preceding July 1st to be eligible.

Limits the number of eligible centers per county based on 2010 census population: one center in counties with less than 400,000 population, two centers in counties with 400,000 to 800,000 population, and three centers in counties with more than 800,000 population.

Allows county boards of commissioners to apply for an equal share of the Fund if no eligible center exists in the county, and permits centers in the same county to share a single hotline while maintaining individual grant eligibility.

Directs the North Carolina Domestic Violence Commission to adopt guidelines and determine whether additional domestic violence services are needed when multiple centers apply in the same county, with specific voting restrictions for Commission members.
