Modifies G.S. 143-215.8B(b) to require adjustment of basinwide management plans and nutrient reduction goals if dam removal under a U.S. Army Corps of Engineers permit changes nutrient transport in nutrient-sensitive water basins.

Requires modifications to basinwide plans to ensure designated water uses are not impaired by changes in nutrient transport resulting from dam removal.

Prohibits the Commission or Department from requiring the dam removal permit holder to offset or mitigate for nutrient transport changes caused by the dam removal.

Prohibits denial of water quality certification based on nutrient transport changes from dam removal.

Effective upon enactment.
