Creates new section 143-64.1 authorizing the Department of Administration to use multiple award schedule contracts for purchasing ground maintenance, construction, and forestry equipment.

Defines covered equipment categories including hand-held tools, lawn mowers, tractors, excavators, loaders, dozers, and forestry equipment along with appropriate attachments.

Requires the Department of Administration to issue requests for proposals for multiple award schedule contracts by June 30, 2011, with contract terms of at least three years including annual product and pricing updates.

Allows multiple vendors to be awarded State contracts simultaneously, with eligible purchasers including State agencies, departments, public school districts, political subdivisions, community colleges, and University of North Carolina institutions.

Permits the Department of Administration to continue existing term contracts and issue additional term contracts for equipment available through the multiple award schedule system.
