Mandates provision of specific information including physician name, medical risks, probable gestational age, fetal heart tone and ultrasound availability, hospital admitting privileges, and information about medical assistance benefits and alternatives to abortion.

Requires obstetric ultrasound performed at least 4 hours before abortion with simultaneous explanation of images, display of ultrasound to pregnant woman, and written certification of compliance; woman may decline to view images without penalty.

Establishes Department of Health and Human Services requirement to publish printed materials and maintain internet website describing fetal development at 2-week gestational intervals, available abortion methods and risks, and agencies offering pregnancy support services.

Allows civil action for damages against abortion provider by the woman or father of unborn child for knowing or reckless violation of the law, and permits injunctive relief to be sought by woman, her relatives, healthcare providers, or Attorney General.
