Establishes the State Board of Elections and Ethics Enforcement as a nine-member board with three members appointed by the Governor and six by the General Assembly to consolidate ethics, elections, and lobbying regulation under one entity.

Creates the "State Elections and Ethics Act" (Chapter 163A) with comprehensive definitions covering covered persons, legislators, public servants, judicial officers, lobbyists, and related terms for ethics and elections enforcement.

Transfers the State Ethics Commission, State Board of Elections, and lobbying registration/enforcement functions from the Secretary of State to the new consolidated State Board, effective July 1, 2011.

Provides the State Board authority over ethics education, advisory opinions, conflict-of-interest review, election administration, lobbying registration, and enforcement with civil fines up to $5,000 per violation for certain ethics violations.

Repeals and recodifies multiple chapters and articles of existing ethics, elections, and lobbying statutes into the new unified Chapter 163A structure.
