Allows cities to adopt ordinances enabling electronic publication of public hearing notices on their websites in addition to or instead of traditional newspaper publication, while maintaining compliance with all state laws and local acts requiring notice by mail or property posting.

Requires cities to print and file copies of electronically published notices in a separate, indexed notice book maintained in the city clerk's office for public inspection.

Grants counties the same electronic notice authority as cities, with identical requirements to maintain separate, indexed notice books in the clerk's office or register of deeds.

Amends the definition of "publish" in Chapter 159 to include electronic publication of public hearing notices under the new city and county provisions.

Repeals prior local legislation (S.L. 2003-81, 2003-161, 2007-86, and 2008-5) allowing electronic notice, with existing ordinances remaining valid until amended or repealed, effective October 1, 2011.
