Designates October 2011 as North Carolina Soaring Heritage Month to commemorate the Wright brothers' aviation heritage on the Outer Banks.

Recognizes the Wright brothers' gliding and soaring experiments in Kitty Hawk beginning in 1900, which were instrumental in achieving the first powered flight in 1903.

Honors Orville Wright's nine minute and forty-five second glider flight in 1911 on the Outer Banks, which set a world record for soaring that stood for 10 years.

Supports the Soaring 100 centennial celebration (October 21-24, 2011) commemorating the 100th anniversary of the 1911 world record glider flight, hosted at Jockey's Ridge State Park and Wright Brothers National Memorial in Dare County.

Encourages North Carolina citizens to learn about the state's aviation heritage and recognizes Jockey's Ridge State Park as a designated National Landmark of Soaring administered by the National Soaring Museum.
