Redivides North Carolina into 13 congressional districts for the U.S. House of Representatives following the 2010 federal decennial census.

Specifies district boundaries using voting tabulation districts, census tracts, block groups, and individual census blocks as defined in the 2010 Census Redistricting TIGER/Line Shapefiles.

Establishes rules for areas not specifically assigned to a district: assigns to the single surrounding district if entirely enclosed, to the least-populated adjacent district if contiguous to multiple districts, or to the single contiguous district if adjacent only to another state or ocean.

Provides that changes to voting tabulation district boundaries cannot alter congressional district boundaries, which remain as depicted in the 2010 Census Redistricting TIGER/Line Shapefiles.

Becomes effective upon enactment and applies to elections held on or after January 1, 2012.
