Redraws North Carolina's 50 state Senate districts following the 2010 federal decennial census.

Establishes specific geographic boundaries for each district using voting tabulation districts (VTDs), county subdivisions, and census blocks based on 2010 Census Redistricting TIGER/Line Shapefiles.

Provides rules for unassigned areas: areas surrounded by one district are assigned to that district; areas bordering multiple districts go to the least populated district; areas bordering only one district and another state or ocean are assigned to that district.

Maintains district boundaries unchanged if voting tabulation district lines are redrawn in the future.

Takes effect upon enactment and applies to elections held on or after January 1, 2012.
