Adjourns the 2011 regular session on September 14, 2011, and reconvenes on November 7, 2011, at 12:00 noon.

Limits consideration upon reconvening to bills revising Senate, House, and Congressional districts and their apportionment.

Restricts reconvened session to bills addressing the Voting Rights Act, district litigation, election laws, gubernatorial tribal compacts, natural disasters, and local management entity governance.

Permits consideration of bills returned by the Governor for veto override, bills with General Assembly appointments, conference reports in progress as of September 14, 2011, and local bills pending in the House Rules Committee as of July 28, 2011.

Allows adoption of joint resolutions further adjourning the 2011 session to a date certain.
