Extends Type I disaster declarations from 30 to 60 days initially, with renewals up to 120 days total; extends Type II disaster declarations from 6 to 12 months initially, with renewals up to 24 months total; extends Type III disaster declarations from 12 to 24 months.

Establishes that expiration of Type II or III disaster declarations does not affect the State's obligations under federal-State agreements entered into before expiration.

Expands liability protections for property owners who allow use of their real or personal property for emergency management activities, provided the use is subject to state government order or request.

Creates the Joint Legislative Emergency Management Oversight Committee with 6 Senate and 6 House members to examine emergency preparedness, management, response, and recovery issues on a continuing basis.

Establishes the State Emergency Response Team consisting of representatives from Department of Public Safety, Transportation, Health and Human Services, Environment and Natural Resources, Agriculture and Consumer Services, and other identified agencies.

Adds coordination responsibilities for emergency operations planning regarding agricultural matters, including examination and testing of animals exposed to nuclear, biological, or chemical agents and quarantine procedures.
