Establishes the "Accessible Electronic Information Act" requiring the Division of Services for the Blind to create and operate a statewide accessible electronic information service for blind and disabled persons.

Authorizes the Division to contract with a qualified entity (state agency, political subdivision, or nonprofit organization) to provide electronic access to daily newspapers and time-sensitive information converted to audio format using computer and telecommunications technology.

Defines eligible users as individuals who qualify for library loan services through the Library of Congress and the North Carolina Library for the Blind and Physically Handicapped under federal regulations.

Appropriates $75,000 from the General Fund to the Department of Health and Human Services for fiscal year 2012-2013 to maintain the accessible electronic information service.

Becomes effective July 1, 2012.
