Modernizes the Comprehensive Strategic Economic Development Plan by allowing updated environmental scan information to be provided in any efficient format and means rather than requiring periodic updates in a specific manner.

Eliminates the required "Needs Assessment" section of the economic development plan and simplifies the "Annual Report" into an "Annual Evaluation" of economic performance against stated goals, with flexibility on information format and delivery.

Expands clawback reporting requirements to specify five economic development programs (One North Carolina Fund, Job Development Investment Grant Program, Job Maintenance and Capital Development Fund, Industrial Development Fund, and Site Infrastructure Fund) and adds recipients of the bi-annual reports to include the Joint Legislative Economic Development and Global Engagement Oversight Committee and Fiscal Research Division.

Changes the economic development grant reporting deadline from March 1 to October 1 annually and removes the requirement for quarterly supplemental information to the General Assembly, while requiring written submission to multiple legislative committees instead.

Adds a new annual reporting requirement for the Secretary of Commerce to submit tier rankings of county development designations by November 30 each year and repeals certain Industrial Development Fund reporting provisions.
