S.L. 2012-187 (Senate Bill 810) Summary

• Reestablishes the Joint Legislative Administrative Procedure Oversight Committee and modifies the North Carolina Mining and Energy Commission composition to include mining industry representatives instead of Environmental Management Commission and Commission for Public Health members.

• Authorizes (rather than requires) the Commission for Public Health to adopt rules for volatile organic compound testing in drinking water wells; clarifies discharge of waste excludes air emissions; establishes permit duration options for sanitary landfills and transfer stations; exempts certified roadside farm markets from certain building codes; allows mobile food units to meet commissary sanitation standards.
