Reduces North Carolina Commission on Workforce Development from 38 to 25 members effective January 1, 2013, with smaller representation across education, community organizations, labor, and business sectors.

Requires Commission to develop and submit annual performance reports on workforce development programs administered by Department of Commerce, Department of Health and Human Services, Community Colleges System Office, Department of Administration, and Department of Public Instruction, with first report due January 15, 2014.

Establishes JobLink Career Center requirements including staff cross-training, technology integration, partnerships with community colleges, and online presence, with revised standards to be implemented by July 1, 2013.

Creates Joint Legislative Workforce Development System Reform Oversight Committee with 16 members (8 from Senate, 8 from House) to monitor workforce system reforms, with interim report due to 2014 Session and final report due to 2015 Regular Session.

Directs Department of Commerce to strengthen the common follow-up information management system for tracking workforce program performance and develop a unified web-based intake system for workforce development programs across multiple state agencies by July 1, 2013.
