Expresses the General Assembly's support for a national energy policy that promotes responsible exploration and development of domestic energy resources, including natural gas, oil, and nuclear power.

Advocates for amending the federal 2012-2017 offshore leasing plan to include North Carolina's 60 million acres on the Atlantic Outer Continental Shelf and calls for revenue sharing provisions similar to the Gulf of Mexico Energy Security Act of 2006.

Calls for immediate suspension of Nuclear Waste Fund fee collection, stating continued collection cannot be justified under the Nuclear Waste Policy Act of 1982 given the termination of the Yucca Mountain waste repository program.

Urges the Department of Energy to resume work on the Yucca Mountain repository license application and implement governance and financial reforms recommended by the President's Blue Ribbon Commission on America's Nuclear Future.

Requests cumulative regulatory impact assessments of EPA rules under the Clean Air Act and Clean Water Act and calls for increased Congressional oversight of EPA regulatory actions affecting energy production, reliability, and affordability.
