Expands the definition of programs covered by G.S. 132-1.12 to include programs funded by the North Carolina Partnership for Children, Inc. and local partnerships, in addition to existing park and recreation programs.

Prohibits disclosure of identifying information for minor participants in covered programs, including name, address, age, date of birth, telephone number, parent/guardian name or address, and other identifying information from applications and program records.

Allows public access to only the county, municipality, and zip code of residence for participating minors, with all other identifying information redacted from public records.

Clarifies that the confidentiality restrictions apply only to public records requests and do not otherwise classify the information as confidential.

Takes effect upon enactment.
