Removes the provider endorsement function from Local Management Entities (LMEs), eliminating the ability of LMEs to endorse or remove endorsements from mental health, developmental disabilities, and substance abuse service providers.

Replaces LME endorsement duties with monitoring, technical assistance, capacity development, and quality control functions under G.S. 122C-115.4.

Requires LMEs to refer suspected licensure violations to the Division of Health Service Regulation and suspected abuse, neglect, or exploitation to Department of Social Services for investigation.

Removes language defining "contractors" to include entities whose applications for endorsement have been denied, simplifying the definition to only include those with current or previous fiscal year contracts.

Effective immediately upon becoming law.
