Requires all state agencies to update vehicle registration records with the Department of Transportation by October 1, 2012, including establishing standard naming conventions and reconciling discrepancies between license plates and vehicle records.

Directs state agencies to transfer ownership of identified passenger vehicles to the Department of Administration as required by law, with the Division of Motor Fleet Management reporting on transfer status by November 15, 2012.

Establishes the Division of State Fleet Management to oversee all state-owned vehicles, including collecting vehicle data, maintaining inventory, operating a statewide fleet management information system, and adopting statewide fleet policies and rules.

Requires the State Controller to develop an implementation plan by October 1, 2012, for creating a statewide fleet management information system that all agencies must use to report vehicle identification, utilization, and cost data.

Directs the Division of State Fleet Management to test telematics services on a sample of vehicles during fiscal year 2012-2013 and report findings by September 15, 2013, including recommendations on whether to implement basic or comprehensive telematics packages statewide.
