Limits eligibility for permanent registration plates to governmental entities only, eliminating plates for orphanages, civil air patrol, emergency rescue squads, REACT teams, churches, fire departments, the Red Cross, sheltered workshops, mental health agencies, and charitable organizations.

Adds community colleges as eligible entities for permanent registration plates, with vehicles purchased using State equipment funds receiving the same distinctive design as State agency plates.

Requires all permanent registration plates to be registered under the eligible entity's full legal name and establishes that only authorized entity representatives may apply for plates.

Authorizes the Division of Motor Vehicles to revoke permanent registration plates for vehicles that are 90 or more days overdue for required vehicle inspections.

Requires all non-State permanent registration plates to be cancelled and reissued with a new design by January 15, 2013, with the Division determining the new design.
