Requires bills and resolutions proposing studies by the Program Evaluation Division (PED) to include an impact statement identifying required personnel, hours, and estimated costs at time of consideration by General Assembly.

Directs PED to indicate in impact statements whether it has adequate resources to undertake the study as part of its current annual work plan and provide a timeframe if it cannot.

Mandates impact statements be prepared within two weeks of sponsor request, unless sponsor agrees to extension; failure to meet deadline exempts bill from impact statement requirement.

Specifies that any enacted legislation directing PED to conduct a study without a completed impact statement shall be included in the next annual work plan with one-year extensions added to required reporting dates.

Takes effect upon ratification (June 26, 2012).
