Amends North Carolina's Uniform Commercial Code Article 9 to incorporate 2010 UCC amendments relating to secured transactions, effective July 1, 2013.

Updates definitions and provisions for electronic chattel paper, registered organizations, authenticated records, and certificates of title to reflect modern commercial practices.

Modifies rules for debtor naming on financing statements, including requirements for registered organizations, individuals with driver's licenses, trusts, and decedent's estates to improve searchability and accuracy.

Revises priority and perfection rules for security interests, including provisions for debtors changing location between jurisdictions and treatment of pre-effective-date financing statements.

Provides transition provisions allowing existing financing statements to remain effective under prior law for up to one year or until June 30, 2018, with option to file new initial financing statements to continue effectiveness.
