Restricts salary continuation benefits to state law-enforcement officers injured due to "extreme activity" in the course of their official duties, rather than all injuries arising out of job performance.

Maintains two-year period of full salary continuation for eligible injured officers, after which they revert to workers' compensation benefits under Chapter 97 of the General Statutes.

Defines "eligible person" to include 19 categories of state officers subject to the Criminal Justice Training and Standards Act and certain other government employees like Driver License Examiners and Division of Adult Correction employees.

Requires department heads to determine the cause and extent of incapacity, with appeal rights to the North Carolina Industrial Commission if the claimant disagrees within 30 days of notice.

Effective October 1, 2012, applies only to incapacity beginning on or after the effective date.
