Honors the life and memory of Robert C. "Bob" Carpenter, former North Carolina State Senator who served Senatorial District 50 for eight terms between 1988 and 2004.

Recognizes Carpenter's service as a bank executive, member of the Macon County Board of County Commissioners, and president of the North Carolina Association of Community College Trustees.

Acknowledges Carpenter's civic involvement with organizations including the Knights of Columbus, American Legion, and Rotary Club of Franklin, and his membership in Saint Francis Catholic Church.

Extends sympathy to Carpenter's surviving family, including his wife T. Helen Edwards Bryant Carpenter, five children, brother Kenneth Carpenter, and three stepdaughters.

Directs the Principal Clerk to transmit a certified copy of the resolution to Carpenter's family.
