Prevents transfer of unreserved credit balance funds to the Repairs and Renovations Reserve Account as of June 30, 2012.

Appropriates $316.6 million in Temporary Assistance to Needy Families (TANF) block grant funds and $11.1 million in TANF Emergency Contingency funds for fiscal year 2012-2013, directing allocations to Work First assistance, child welfare services, child care subsidies, and teen pregnancy initiatives.

Appropriates $68.3 million in Social Services Block Grant funds, $65.6 million in Low-Income Home Energy Assistance Block Grant funds, $278.6 million in Child Care and Development Fund Block Grant funds, and additional amounts for mental health, substance abuse prevention, maternal and child health, and community services block grants for fiscal year 2012-2013.

Transfers $441.4 million from the State Lottery Fund for education purposes including $220.6 million for teachers in early grades, $63.1 million for prekindergarten, and $100 million for public school building capital fund.

Appropriates $50.6 million from National Mortgage Settlement funds to the Department of Justice Consumer Protection Division, court system prosecutors, Housing Finance Agency, and State Bureau of Investigation for housing counseling and financial crime investigation.
