Modifies G.S. 113-270.1B to change how Wildlife Resources Commission license validity periods are calculated, effective July 1, 2013.

Changes license validity from a 12-month period starting from the date of purchase to a 12-month period from the effective date printed on the license face.

Defines "effective date" as the later of either the date of purchase or the first day after expiration of a currently valid license of the same type held by the licensee.

Eliminates the penalty for early renewal by allowing new licenses to commence on the expiration date of existing licenses rather than from the purchase date.
