Requires the State Board of Education to add one arts education credit as a mandatory high school graduation requirement.

Implementation begins with students entering ninth grade in 2015.

State Board of Education must establish phased-in implementation procedures and timelines, equitable staffing allocations for small and low-wealth school systems, and report funding requirements to the General Assembly.

General Assembly intends to provide additional categorical funding allotments for arts education positions at the high school level.
