Establishes a Government Business Intelligence Competency Center (GBICC) in the Office of State Controller to coordinate enterprise-wide data integration and analytics across state government.

Requires all state agencies, departments, institutions, political subdivisions, UNC Board of Governors, Community Colleges System, and local boards of education to share data and cooperate fully with the State Controller for business intelligence initiatives.

Protects confidentiality of non-public records by designating source agencies as sole custodians of data for public records requests and allowing State Controller discretion over releasing business intelligence information as public records.

Creates Government Business Intelligence Steering Committee chaired by State Controller with 6 voting members appointed by Governor, President Pro Tempore, and Speaker, plus 4 non-voting ex officio members from state financial and IT offices.

Implements phased approach requiring inventory of existing data projects, development of comprehensive action plan with implementation timeline and privacy framework, identification of redundancies, and consolidation of projects by final phase.
