Establishes the Joint Legislative Efficiency and Cost Savings in State Government Study Commission composed of 10 members (5 senators appointed by President Pro Tempore, 5 representatives appointed by Speaker of House).

Authorizes Commission to conduct zero-based budgeting reviews of state agencies to identify obsolete programs, cost-reduction opportunities, and cases where funds can be redirected to new public service demands.

Requires reviewed agencies to submit detailed information including decision units, impact assessments of discontinuing services, decision packages at minimum/reduced/current/enhanced service levels, and alternative service delivery methods.

Commission members receive subsistence and travel expenses; staff support provided by Fiscal Research Division, Program Evaluation Division, and Legislative Services Commission.

Commission must submit interim report to 2013 General Assembly and final report to 2014 General Assembly; terminates upon filing final report or convening of 2014 Regular Session, whichever is earlier.
